Not one panel had a senior or junior local national employee. Also, not one member of the panel had been an American spouse or partner of a foreign-born spouse or partner.

The United States has diplomatic missions all over the world. The smallest mission (embassies, consulates, and others) has just two Americans, while the largest have four hundred foreign service officers and foreign service specialists assigned. What is less known is that there are around 500 to 4000 host nation employees who perform a broad scope of responsibilities in the diplomatic mission. These range from security to food service to financial management and general administration.
A few positions in almost every diplomatic mission are reserved for family members, and those roles are either professional or paraprofessional in nature. Much like the Department of Defense, the State Department, which runs our missions overseas, is also challenged to support family members in obtaining suitable employment.
Many officers and specialists in the foreign service enter the foreign service early in their lives and marry host nation citizens and eventually move on to another mission with their new spouses. Depending on the service member’s next job, they may have to return to the United States for training or for a position in Washington, D.C., where the Department of State has its headquarters.
At one embassy in the foreign service, a new HR specialist upon arrival noted that records indicated that in the previous six years not one family member who was not originally from the United States had been selected to a professional or para-professional position reserved for family members in the mission. At this point, the HR specialist met with her boss who was the person in the role of management officer. He agreed this was a problem that needed attention and that he was willing to support a proposal to provide greater opportunities in the spirit of inclusion and diversity.Instructions
