Scenario 1: Suburban Neighborhood of Single-Family Homes
Proposal before the Council: Rezone to permit construction of transitional housing (following drug rehab) for teenagers. Neighborhood zoned residential did not permit non-related minors congregant living in a supervised setting.
[Transitional housing, also called a halfway house, is the opportunity for individuals (here, minors) who do not have a family to “go home to” or would benefit from supervised care, to live in a neighborhood setting. These individuals usually go out to work or school, while having guidance, secure “home” setting for a short time.]
Scenario 2: Lower-Income Housing Neighborhood
Proposal before the Council: Approve a Bond proposal for a community center to be built. [A bond proposal is put on the ballot on election day. The entire community votes on whether to approve the Bond. A Bond is the ability for a jurisdiction to borrow money at a low interest rate to do a major improvement project. The proposed site was in a neighborhood of modest homes and was accessed by one street in/out].
Scenario 3: High-End Residential Neighborhood
Proposal before the Council: Build a walk-and-bike trail along the neighborhood boundary that will connect the center of the city to the DC Metro and allow pedestrians and cyclists to avoid heavy-traffic roads.
Scenario 4: Under-Served Urban Area
Proposal before the Council: Rezone to allow construction of a full service big-box store (i.e., supercenter, large retail establishment) in a disadvantaged neighborhood. [The site was in a neighborhood with small businesses and homes].
Scenario 5: High-Traffic Business Corridor
Proposal before the Council: Rezone to allow construction of a four-story independent-living apartment building for 55-and-older adults. [Independent living individuals are high functioning seniors who no longer want to take care of a large home/yard. Many continue to be employed and drive cars. They are looking for a congregate type living situation. No children are allowed to live in these 55+ residences. This project backed up to a single-family home neighborhood]Assignment tasks
Select the scenario you want to investigate and address
Create a presentation that you would present in front of city council. Please adhere to the following structure and content requirements for the presentation submission:
create an attractive presentation that is visually appealing (not over crowded slides, appropriate style and size font, etc.) and supplement the information on the slides with more in-depth information in the notes section of the Power Point OR by attaching a script that you would use as you talk about each slide
You can use PowerPoint
In terms of content, you should include the following information:
Clearly state which scenario you are tackling in your proposal – optionally, you might consider a catchy/creative title!
Briefly describe what you would like the city council to adopt – you can get creative and use the scenario as a starting point if there is a more specific angle you want to take (you will not be marked down for slightly modifying your proposal if you have come across more impactful ideas during your research) or you can stick to the proposal scenario exactly as it is outlined
Include 2-3 motives that the proposal might be rejected – i.e., the “cons” – these should be supplemented with external sources (peer review journals, academic/professional blogs, reputable journalistic stories, etc.)
and they should be included as in-text citation and in reference list following APA formatting
After pointing out the cons transition into 3-5 motives why your proposal should be accepted – i.e., the “pros” – these should be supplemented with external sources (peer review journals, academic/ professional blogs, reputable journalistic stories, etc.) and they should be included as in-text citation and in reference list following APA formatting
Consider including a short story/illustrate the potential positive outcomes that illuminates why this proposal is a good idea
Consider using statistics to prove why your proposal idea merits the positive vote
Finish with a strong conclusive slide that state your call to action and what you want the city council to do. You can have a narrower goal than the scenario or emphasize some key points of the scenario aim in this point.
Feel free to be creative with your final call to action.
Again, make sure you in-text citations on the slides and notes/script follow APA formatting and that you provide a reference slide/list at the end of the presentation or in your script that is following APA formatting
You should have anywhere between 5-10 slides
