Thank you for resubmitting the manuscript for consideration. There are still concerns as to the development of the rubric information as provided along with a number of editing concerns. Chapters 3, 4, and 5 are light as to data collection and analysis. Please see the following comments.
Data: Student has still to expand to demonstrate that they have provided a plan for data collection and, when relevant, identified viable data sources. Student has still to have thoroughly explained and justified the population and sample for the study. Selection of data sources is informed by other components of the research design, previous peer-reviewed studies, and methodological literature. Student has to fully demonstrate that the researcher has ensured collection methods are reliable and replicable and has addressed validity issues. When the student is collecting primary qualitative or quantitative data, the student has successfully submitted their research proposal and been approved by the Institutional Review Board prior to collecting data. (This shows that the IRB approval was received in the appendix, but it does not read like that in Chapter 3.) To improve data quality, student has to expand to ensure that they have fully recorded and reported the process by which data are generated to allow for the investigation of bias, confounding and variables
Research Methodology: Student has to expand to more fully exhibit that they have selected appropriate methods for analysis, based on the nature of the data, and has still to show that they have sufficiently described and justified selection of methods considering previous peer-reviewed studies and methodological literature.
Findings: By way of the project’s research design, the analytical leverage of the project has to be expanded to demonstrate that it has been maximized. Methods have still to be shown that they have been appropriately applied. The student has to expand to also demonstrate that they have provided concrete findings. The student has still to exhibit that they have interpreted data when relevant and produced inferences where relevant while mentioning or ruling out competing explanations for the findings. Generalizations have not as of yet been sufficiently and appropriately made from the empirical findings and the interpretation of findings are situated in a specific theoretical context. The student is to expand to demonstrate that they are using empirical findings to support and discuss theoretical and academic contributions and potential future lines of inquiry
Application:
The student’s project is to be expanded so as to demonstrate fully that it is relevant and important to the real world, and has the potential to help remedy policy, security, public administration, or organizational problems and dilemmas. Application section is also to be expanded so that it more fully reflects and acknowledges the limitations of the study.
Editing:
The formatting and editing elements are to be finalized as this is being submitted as for the final defense. While it is not a specific requirement, the body of the dissertation should be more detailed, and as such, in all reality should be closer to 200 pages.
ABSTRACT: This should reference President Obama rather than Obama’s Task Force out of respect for the position of POTUS.
Table of Contents: This is still not in accordance with the template as to APA formatting.
Chapter 1: Background: The subheaders are to be left aligned for APA formatting without being italicized (Historical, Theoretical, and Social). Subsubheaders are to be left aligned with italics. This is all covered in the template for ease of use.
Chapter 3: This needs to start on its own page.
Data Collection Methods: This section still needs to be edited and expanded and was to have been done prior to the proposal defense. The way that the information was collected and analyzed can now be expanded as to addressing replicability. What is Statistical Data Collection? Is that the 3rd Data collection method? If so, what is it, and how can it be more specific? How was it derived from the literature? How was it conducted? Also, the interview and survey questions were to have provided a discussion of how each of the questions linked back to the literature. And, each of these 3 sections are to provide detailed information as per the template, “At the outset of each of the sub-sections for the individual data collection strategies, you should identify the data collection strategy, fully define it in the context of qualitative inquiry (with citation), explain the data collection strategy in layman’s terms (if appropriate), and justify its appropriateness for your research. Discuss any logistics (when/where/how/with whom will data be collected, recording, etc.) and explicate which of your research questions will be answered by this data collection strategy. It is important to demonstrate that interview (and focus group) questions are generated from and grounded in the literature on your topic. Your questions should be included in a numbered list with an item-by-item discussion of each question and its basis in the literature.” Keep in mind that this is a study that is to be replicable whereby a researcher can come behind and have enough information that they can replicate the study and get similar results. Therefore, there has to be enough information to follow. Also, while not nearly as critical, the 3 data collection methods are to be left aligned as they are subsections under data collection.
Chapters 4 and 5 still need to be expanded. For example, why is Chapter 5 only ten pages long?
Chapter 4: Why does this chapter start at the bottom of a page? (Just use a page break between chapters as it keeps them together.) This chapter needs to be expanded as to replicability; specifically, the discussion section is to be expanded. Be more specific as to how this data was analyzed and explain all of the findings in still more detail.
Chapter 5: This chapter also needs to be expanded considerably.
