No federal government, no 1st, 13th, 15th, 19th amendments, etc., and states can make whatever laws they wanted. What would the states look like today without the federal government and laws? What rights would people have today in these states? Looking at the amendments listed above will give you some help, but feel free to choose other amendments, federal laws or civil rights, etc. Additionally, look at what some states are doing to people rights today to help you. You should examine states that existed before the Civil War, the North(east) and South for example.
