The essay question is “Do horizon scanning techniques and an anticipatory governance mindset offer the potential to deliver substantially better policy? Or do they increase the risk of misplaced complacency and succumbing to a control fallacy?”
The course covered basic concepts of futures thinking, which attempts to anticipate the future full of uncertainty and how governments can utilise the techniques.
